Could anyone make a script where u can as team 2 turn on with any bind slowmo for everyone but you the only one who can move normally there.
In timestop mode you can literally make anyone but u stop moving so i guess it's possible just to make everyone move in slowmo instead of fully stop their movement

No. You can't do that since slow-mo is applied to the whole game. The timestop script does NOT stop movements since it's impossible to achieve that with Scripting API, rather, it forces all players to return to the previous position in a very ugly loop, giving it the illusion of "stopping" the time.
