The values are not "arbitrary" so much as "based on my personal intuitions about how much each weapon should do". Which is basically the same thing.

Like Gurt said, just retry the update in a few minutes. There's nothing we can do about it, the server is gonna be under a lot of stress (it's also located in Norway which is bad news for non-Europeans). The early versions had fast-paced combat partly because the environments were completely static, there wasn't much going on.
