No. Once a user updates an entry on SFDMaps they get the option to upload a new file, that file overwrites the old one.
Consider searching for specific map versions on the Steam Workshop.

Nothing in the Beta patch notes indicates movement has been altered from previous game versions. It's the same as it has been since the game's release; are you sure you weren't playing on a server with Server-side Movement that added a delay to your actions as a result of high ping?
