player movement or any mechanic being client sided doesn't mean there isn't streaming of data between the server and client. server side movement only makes it so the player's position is updated after the server confirms it, data is still being transferred there and the same goes for client sided ...

I’m not sure what game you played, but that was not how melee worked. If you are in a stun lock you were never doomed to lose all your health, you had means of blocking, rolling, dodging, and reciprocating the offensive. I don't think there is a desync between animation and effect, nor is it ping related it seems. The little delay can be crucial since that time (In comparison to other moves) is pretty long....

Local would only disprove a game mechanic-related delay, it wouldn't help in finding out if the delay is related to the ping.

I guess the only way to actually prove if there's any delay with 100% certainty, is to host a local server, so that both players have 1 ping.
