Since you can cancel a roll at any time, you can put out fire quickest by rolling as little as possible.
However, if you're very precise, you can apparently roll too little.

Rolling is programmed to have a small chance to fail, I believe, so this wouldn't be a problem/bug

That only applies to dodging bullets, not whether you put out fire or not.

In my experience itis programmed that way and whether it is a bug or not I think it should be in the game. But that's just my opinion.
