-No cheating.
-It starts when you have pressed the first button. (Movement Training Button)
-It ends when you have pressed the last button. (Shoting Training End Button)

The topic you linked is about the original game. Its speedruns are about beating the online Superfighters campaign as fast as possible. This thread talks about beating the tutorial in the PC game, Superfighters Deluxe. I don't see any problem here.
